According to the City’s Residential Permits page, additions, alterations and remodels of an existing home require a building permit, and most applications are submitted online through the City’s Plan Review Online system, with permits tracked in the Redmond ePermitting Service. A few items are exempt, such as replacing windows in existing openings without changing their size.

In practice, that means:

  • A cosmetic update with no plumbing, electrical or structural changes may not need a permit.
  • Moving plumbing, adding circuits or removing walls needs a permit, and structural work needs plan review.
